I live in Christchurch and have explored NZ extensively. This is what I would recommend for a 3 week round trip of the south island by car/camper. There may be too much tavelling for some, you could easily slow down, fly Milford, cut Southland and head back up though Mt Cook.

Started in Auckland, drove down the North Island, took the ferry to the South Island, drove down the South Island. Stops included Rotorua, Wellington, Nelson, Franz Josef, Queenstown, Twizel, and Christchurch.
